The Washington State Energy Office pioneered online access to useful energy policy information online in the early '90's. That agency is long gone, leaving a legacy of usually interesting, sometimes dated energy information in its wake. Needless to say, that policy goal is no longer with us, but along the way we were treated to a great power plant siting competition, where the winner was determined on the basis of willingness to mitigate global warming impacts.
